Senior Analyst
Open Ended
Full time/part time/flexible

You will assist in the processes for allocating £2.0 billion of recurrent research, knowledge exchange and formulaic research capital funding to higher education institutions in England. You will need a sound understanding of the data and algorithms used for allocating funding and excellent data processing skills in order to provide effective and timely analytical support in this work area.

Responsibilities

  • To support the formula-driven allocation of public funds to universities by:
    • Developing a sound knowledge of the data used by the analyst team, including data from the Research Excellence Framework and the data collected by the Higher Education Statistics Agency (HESA)
    • Developing a sound knowledge of the formula-driven funding methods used by Research England
    • Contributing to the work of the analyst team, by working with colleagues to develop, maintain and implement funding models, and engage with quality assurance and publication processes for disseminating the funding outcomes.
  • To conduct an independent check of the following annual formula-driven funding allocations, by operating a second funding model to provide assurance on the accuracy of the allocations:
    • Research funding
    • Capital funding
  • To incorporate data and grant adjustments for research funding into the main funding datasets by performing initial calculations of grant adjustments in preparation for formal authorisation and then, once formally authorised, incorporating data and grant adjustments into the main funding datasets using software tools
  • To operate the software system for monitoring knowledge exchange allocations to 
    • Produce workbooks to be completed by institutions as part of the Higher Education Innovation Fund (HEIF) monitoring survey
    • Validate the information within the completed workbooks.
  • As part of the analytical software transition programme, lead on re-writing SAS code into Python for the implementation of formula-driven funding models and other necessary code
  • To answer queries, prepare analyses, and collate data on research funding by providing accurate and timely responses to queries and requests for summary analyses and database extracts, as required
  • To undertake other equivalent work as required
  • Providing line management for more junior staff, as the need arises.

Other key information

Research England is based in Bristol, co-located with the Office for Students. UK Research and Innovation’s head office is in Swindon, with a further administrative office in London. You will be required to attend meetings in London, Swindon and Cheltenham (travel expenses will be paid if you are required to work at a location other than Bristol)

 

Shortlisting and interview criteria

Essential

  • Significant experience of analysing data and presenting findings
  • Significant experience of coding, and manipulating large complex datasets, and identifying relevant data sources
  • Has a sound understanding of their own work area, demonstrating excellent numerical skills and paying attention to detail
  • Able to lead established work areas, with responsibility for sizable or high-profile processes or projects (typically including supervising the work of others)
  • Able to develop and present analysis, challenge, negotiate and influence people, including clarifying policy questions and providing sound advice to policy colleagues
  • Able to provide significant input into technical or process development
  • Strong written communication skills, and able to write high-quality documents including internal briefing documents or published reports
  • Strong verbal communication skills, and able to explain technical details clearly, concisely, and tailored to the audience.
  • Able to manage a varied and demanding workload and respond to changing priorities
  • Able to manage risks in own work area, and identify and assess risks in other work areas
  • Able to work independently and within a team
  • Approachable with an ability to learn from and assist others
  • Able to build good working relationships with colleagues at all levels, including those in the wider higher education community.

Desirable

  • Knowledge and understanding of the higher education sector in England
  • Knowledge and understanding of university research funding policy in England
  • Knowledge and understanding of the UK Research Excellence Framework (REF)
  • Experience of using data collected by the Higher Education Statistics Agency (HESA).

Qualifications

  • Degree in mathematics or another subject with significant numerical content.
