About the Role

With a core focus on assisting the Centre with our budgeting and forecasting processes, we are looking for a PMO Finance Manager to join the Hartree Centre to work with our STFC and UKRI Finance Colleagues and help us understand and manage the financial position of our project portfolio.

Working with our Directorate, Finance colleagues and PMO, the role holder will ensure the Centre has a common, centralised view of our project budgets and funding position ensuring that spend profiles are proactively managed to meet the needs of the Centre. The post holder will also be expected to undertake wider project management activities to support the Centre as required.

The professional management of projects throughout the Hartree Centre is key to the ongoing success of the Centre, STFC and UKRI as a whole. The Hartree Centre Programme Management Office (PMO) hold centralised responsibility for the delivery of a variety of projects across industry and academia. They are accountable for all aspects of project delivery from project inception through to successful delivery.

Working alongside a number of internal and external stakeholders, our PMO are key to effectively contributing to the start-up, management and delivery of Hartree Centre projects. These projects cover a broad range of sectors and number of disciplines including, but not limited to: Data Science, Research Software Engineering, High Performance System Architecture and High Performance Computing.

The PMO finance manager will be part of the Hartree Centre Programme Management Group, based at Daresbury Laboratory. Although expected to be minimal, there may be a requirement for occasional travel to alternative STFC locations and customer sites.

Key responsibilities will include:

  • Working with internal and external stakeholders to ensure the Centre has a common centralised view of our project budgets and funding position.
  • Ensure the PMO and Centre has information available to ensure it can manage its budgets and funding appropriately, including reviewing, managing and forecasting project spend, predicting over and underspends, and generating budget predictions based upon our current and future portfolio
  • Ensure effective financial risk management is in place for each project, so that financial risks to the Hartree Centre and the wider STFC can be identified and managed from the outset, mitigated where required and escalated to the appropriate place before they become issues
  • Maintain appropriate project documentation (including but not limited to Hartree Project Master Documents,  Project Trackers, and other associated project documents such as Project costing sheets, RAID Logs and baseline v actual project costs are updated and tracked
  • Communicate project status and updates to internal and external stakeholders.
  • Follow best practices, techniques, and tools for project management and planning, tailoring the delivery methodology as appropriate to the situation.
  • Manage projects within a portfolio of Hartree Centre projects, ensuring that all agreed deliverables meet or exceed stakeholder expectations.
  • Identify the requirements for delivery and construct a detailed and workable project plan, identifying dependencies and critical paths whilst ensuring adherence to agreed delivery dates and resource profiles.
  • Ensure that problem resolution is handled appropriately and escalated when a decision is required at a more senior level or another business area.

Person Specification

Essential

  • Current or previous experience of working within a PMO environment (S&I)
  • Good understanding of project financing, budget setting and financial processes used within public sector organisations to manage project budgets (S&I)
  • Understands and demonstrates the skills needed to work in a project delivery environment, preferably in a computing or scientific field (S&I)
  • Demonstrates a proactive demeanour to problem solving, handling risks, and escalating issues that arise where appropriate (I)
  • Demonstrates ability in influencing colleagues and collaborators from a wide range of backgrounds and subject areas towards achievement of agreed deliverables (I)
  • Able to absorb technical information and communicate effectively to both technical and non-technical audiences of varying seniority (S&I)
  • Our centre uses a range of project management and administrative tools, therefore a good working knowledge of Microsoft office applications such as PowerPoint, SharePoint, Word and Excel will be key (S&I)

Desirable

  • Strong negotiation, team working and interpersonal skills (I)
  • Good commercial awareness with understanding of managing customer expectations to ensure successful outcomes (I)
  • Strong ability to think creatively, to seek and accept change and continuous improvement (S&I)
  • An awareness of working within science and engineering environments and an interest in understanding of their potential uses would also be beneficial but not crucial.

Any Other Relevant Information

  • Whilst not extensive, successful candidates are required to travel within the UK/abroad if required to alternative STFC locations and customer sites
  • You will also be expected to take an active part in finance and project management profession activities across STFC and UKRI where appropriate
